The roads are both literal and symbolic. They don't lead to a particular destination. It is the journey which Frost is concerned with. The experience along the roads shape the destination.

The road is a literal representation of a journey one makes in life, but has no specific destination. the experiences along the journey are what matters to your decisions in life. so the experiences along will shape the destination you are looking for.
