Why would Napoleon declare “the queen’s death must be dated from the diamond necklace trial”?

Napoleon is alluding to the fact that the diamond necklace affair only increased the hatred of the Queen. The fact that people believed she purchased the necklace, yet another example of excess to the French people, led to the Revolution that would claim her life..... meaning that her ultimate death was a direct result of the rumors.
