 This is a very grey area. On one hand, he did help form the foundations for mapping immortal cells. On the other hand he failed to notify or get consent from the people he harvested the cells from. The ethics on this one is murky and I do not know enough about him judge or to give you a clear answer as to his real intentions. It is pretty hard to know if he was lying or not about his conversation with Henrietta before she died.
