What page number from the first book does president snow say hope is the only thing that is stronger than fear

I think I remember this but I can't find it in the book. Strange. Is it from the movie?

I don’t think it’s from the book, because president Snow does not have dialogues in the first tome. Katniss only mentions him. But he does say this to Seneca Crane in the movie.
