What does Katniss mean, when she says, but it hadn't mattered, in the following quote?

"The odds had been entirely in her favor. But it hadn’t mattered."

Does it mean that, she was going to volunteer anyways, even if Prim, liked it or not?

I think you are right. It did not matter what the odds were if Prim got picked: Katniss would volunteer in her place.
