"I am almost certain that this address has been written in a hotel " .How does Holmes justify this statement?

Holmes speculates that the pen and ink-bottle, by which the letter was written, was not of quality. The pen spluttered twice and the ink ran out showing there was little ink in the bottle. People who wright with their own pen and ink rarely do this.
