Why does Preston introduce a horrifying scene of the monkeys being put to death and then switch to a scene with cheerful, playing children?

"By late afternoon, all the monkeys in Room H had been put to death. Behind the building, through the trees and down the hill, children ran in circles around their playhouse." (300)

Preston wants to juxtapose the horrid details of what is going on in the monkey house with the clueless public which is in close proximity. The children, and the rest of the population, could end up like the monkeys if the virus is not contained.
