The most important rule was complete quiet during the work day while the workers downstairs were in the building.  Anne and Margot and Peter had to complete their lessons during the day, but they always had to be completely quiet.

That is true but what about at night they were quiet then but they got caught in the end so did it really matter if they were quiet or not

They were caught because a thief broke in and they heard a lamp drop from the Annex. Apparently the thief was a worker because he later came in and suggested he should be paid more while looking at the closet and questioning if the door was behind there. It was very important to keep quiet during that time because if the lamp had not fallen, the theif would have left without noticing their presence.
