I think the simple answer to this is that Reverend Samuel Parris knows he is a fraud. In his heart he knows he covets candlesticks and property more than godly interests. Parris is aweak, paranoid and suspicious demagogue, who instigates the witchcraft panic when he finds his daughter and niece dancing in the woods with several other girls. Parris is continually beset with fears that others conspire against him.
