What does Proctor mean when he says to Putnam, We vote by name in this society, not by acreage? What is the significance of their argument?

The significance is equality. During this time, only landowners were permitted to vote ..... it didn't matter how much land, only ownership itself. Proctor is reminding Putnam that his wealth does not make him more powerful than any other man.
