What does Coats describe in terms of particular disparities for black people in US in terms of opportunities

I think the disparities are in all levels of society from income to education to employment. Coates makes the case that there must be a reckoning for two hundred fifty years of slavery, ninety years of Jim Crow and sixty years of separate but equal in society. He adds on to that thirty-five years of racist housing policy.
