There are Nazi uniforms of varying rank and importance. Smuel's father wore a uniform with many signs indicating his title. Shmuel's "pajamas" are of course the prison rags that Jews were forced to wear. Bruno felt a sense of shame that he wore actual clothes while his friend froze in his dirty rags.
