Who do you see as the "Whistler" in Liesel's stolen book? What makes you think so?

The Whistler is a book about a murderer on the run from the police. In a sense Liesel, her adopted family, Max and Rudy are all on the run from the Nazi police. Perhaps they embody the Whistler.
