Does the hero initially refuse to return to the homeland or the place that began his journey?

After a year of working at the crystal shop, Santiago resolves to take his savings, buy another flock of sheep, and to return to Spain. He then changes his mind and continues on his way to the pyramids. I don't consider this a refusal, it's simply a decision.
