Why is Twain using the events involving the King and the Duke to blur the lines between the comic and the dramatic?

In my opinion, Twain uses the butchering of Shakespeare as a form of mockery. Not only does he seem to be mocking Shakespeare, it almost appears that he is mocking the people who applaud the performance.
