Tom tells Huck he had planned for them to run all the way to the mouth of the Mississippi if they had managed to escape unharmed. From this, we can infer that Tom's desire for adventure is endless.... and that he is reckless. Knowing that Jim was free and planning to take him on a wild goose chase is thoughtless and cruel.
