A 1,2-cis disubstituted cyclohexane will have one axial and one equatorial atom.

To be cis means that both atoms must point in the same direction. Since the molecule is a 1,2 cis it means that we are looking at adjacent atoms. The axial atoms in a chair cyclohexane always alternates in where it points. Thus there must be one axial and one equatorial in order to point in the same direction.
