In males, the urethra and the genital tract are not separate. This is due to the action of the SRY gene on the Y chromosome. If the SRY gene is not present in an embryo --as in a female embryo-- the urethra and the genital tract remain separate in development. In females the genital tract opens at the vaginal vestibule; the urethra has a separate opening--the external urethral orifice.
