It's very possible that Tobe is the narrator. Throughout the story, we learn intimate details of Miss. Emily's life, the narrator also refers to her as "Miss. Emily." Unfortunately, the narrator is a mystery, so we can only infer who he/she might be.

Tobe's point of view would be personal and detailed. He spent more time in Miss. Emily's company than anyone. I believe he'd also hold back many of the more gruesome aspects of the story because he was loyal to his mistress.
