Romeo and Juliet

In Juliet's first reaction to the news that Romeo has killed Tybalt she appears to make little sense. How do you interpret her words?

At first she seems rather angry at Romeo,

O serpent heart, hid with a flowering face!

Did ever dragon keep so fair a cave?

Beautiful tyrant! fiend angelical!

Dove-feather'd raven! wolvish-ravening lamb!

She,however, quickly changes to lamenting over her banished Romeo.
