How does Edgar Allan Poe deliver suspense in "The Tell-Tale Heart"?

Poe delivers suspense by creating a character that claims to be completely sane, while making the reader aware of the man's delusional insanity. The way in which Poe introduces the character immediately catches our attention..... knowing he's crazy...... the reader impatiently waits for what comes next.
