What does "he dealt sparingly with his words, and bountifully with his whip, never using the former where the latter would answer as well" mean?

This quote refers to Mr. Gore.... and refers to the fact that in his discipline toward the slaves there were no warnings and no discussions, simply whippings or beatings. He was a cruel man.
