What does"Panem et circenses" mean in English? What does the phrase refer to, and how does it relate to The Hunger Games?

Panem et circenses translates to "bread and games". In context, the Panem games are directly linked to the days of the Roman gladiators. Like the Roman Empire, Panem is sectioned off into districts very like the Roman provinces. Like the Roman Empire, the government of Panem distracted its citizens with public games..... and the winner was gifted with prizes and food.
