Shylock has come to watch Antonio be taken away by a jailer. He doesn't really blame the jailer more than challenges him not to try to make him feel sorry for Antonio,

Jailer, look to him. Tell not me of mercy. This is the fool that lent out money gratis. Jailer, look to him.
