Lady Macbeth says this in act 5 sc 1. She knows that Macbeth has killed Macduff's (the Thane of Fife) family. She laments her murder. L.macbeth also laments that she can never erase the guilt of her conscience. Note that her line about washing her hands is similar to Macbeth's line when he said, “Will all Great Neptune's ocean wash the blood clean from my hand?
