What can and can't the witches do to the woman's husband? What does this tell us about the witches?

I'm thinking you mean the sailor's wife. Although they cannot outright kill her husband, they can mess with elements like the weather and cause him a lot of torment.

"Though his bark cannot be lost, / Yet it shall be tempest-tossed,

The witches enjoy playing with people's destinies and causing pain.
