what rules and regulations have the boys established at the beginning of chapter 2?

They attempt to form something like a democracy. They elect a chief, Ralph, and decide on rules. There will be no stealing, fresh water will be brought, shelters built.... Things are looking up until Ralph mentions a signal fire. Most of the boys run to the top of the mountain and burn it down.
