What role does the concept of government play, or does not play, in Lord of the Flies?

The concept of government is apparent in the boys' desire to establish leadership and rules early on in the story. It is apparent, however, that when government crumbles and rules disappear, so does any appearance of civilized behavior. Without rules, the boys descend into chaos.
