At the beginning of chapter three, what is the primary conflict between Ralph and Jack?

I understand what all of the conflicts are, but I don't know what the primary conflict is between the two boys.

The main conflict in Chapter Three is Jack's refusal to help with the construction of the shelters. Ralph has taken charge of building, while Jack and his group are off hunting for food. Ralph feels that shelter and the fire are priorities..... Jack disagrees.
