When Ralph says they should return to tell Piggy where they are, the other boys challange him. Jack openly asserts his authority and equates Ralph with Piggy. Ralph knows the mountain is not a good place for a fort but the other boys don't listen. Ralph is realizing that he is not a manipulator like Jack. He is very frustrated.
