"I am no bird; and no net ensnares me; I am a free human being with an independent will, which I now exert to leave you."

If you take the entire quote into consideration, you'll see that although she once proclaimed a desire to be as free and independent as a bird..... at this point she's making very clear that she is not a bird within a snare. Her declaration here means that she is in fact an independent human being with choices; free will........ and that she's exerting her independence by leaving.

Makes no sense to me, do birds not have free will?

I am no human; and no government ensnares me; I am a free bird with an independent will.

You could change the 'trap' to anything for anyone really, I've never liked that saying.
