why do you suppose marlow describes brussels as the "whited sepulcher?"

Marlow sees Brussels as gloomy and dead. He sees it as a stone city lacking colour and spirit. I think this is metaphor for the European's themselves who bring this sense of gloom and hardness to the foreign places they infect.
