The significance does not rely on the report itself, rather the way Kurtz concludes it. As a formal report, it contains numerous observations but lacks ideas and solutions. None-the-less, Kurtz completely contradicts the report in his own final postscript, written in his own hand, where we learn his true feelings about suppression. His words read, “Exterminate all the brutes!”
