How does Butt use the phrase, "no problem"?

Please help. It's from chapter 2.

Butt does not use the phrase in regard to something that he can or will do, but rather, to describe the gardener's ability to remain afloat on the water.

How could he sink?
Would he not be a sinking gardener in that case?]
Look – he floats, he runs, he hops.
No problem.
