what stand does the emperor take on the issue regarding the clemency for gulliver? what is your opinion of the emperor regarding this situation.

Basically the Emperor put strict conditions on Gulliver. Among other things, he had to be a military ally to the Lilliputian state against all invaders. Basically the Emperor had little interest in Gulliver himself rather than interest in Gulliver as a weapon of mass destruction and a means to profit from him.
