Gulliver watched the behavior of the people in the lands he visited and then described it in very accurate terms.  He, for example, observed the Lilliputians walking under what we would call a limbo stick or sometimes jumping over it.  He then noted that their skill in such an area was how they achieved certain important government positions.  He simply gave us satirical examples of the various peoples in the various lands to satirize the behavior of the British at the time.
