I think Gulliver had done a service to the Emperor of Blefuscu and that was enough. Human nature seems to thrive on debt and payment: duty and reward. Once Gulliver has done his duty, the emperor of Blfusch rewards Gulliver by letting him go. He also gives him gold, a giant picture of himself, one hundred dead oxen and three hundred dead sheep.
