The Emperor
The leader of the Lilliputians. He initially is friendly toward Gulliver but changes his mind about him when Gulliver refuses to continue fighting Blefuscu and puts out a fire in the Empress's chamber by urinating on it.
After an initial period, the emperor begins to trust Gulliver and eventually allows him freedom within Lilliput. There are, of course, limitations and contracts to be made, and the emperor definitely looks to using Gulliver for his own purposes.
