Why do you think Elk and Horse decide to bury Junior "the right way" after what they did to him? Please and thank you for your help

In chapter 5, Elk and Horse who are members of IRON (Indigenous Rights Now!) bring a young teen (Junior) to Zits and Art who are working for the FBI and against IRON to torture him for info. When Junior refuses to give information, telling Art to " fuck off," he shoots him. Although Art wants to just leave his body, Elk says that they'll bury him.

Elk and Horse bury Junior according to their custom. Regardless of the fact that they were responsible for his death, tradition dictated that they afford him a proper burial.
