The seeds refers to the failed attempts of Willy to nurture his sons to be successful under the basis of the American Dream. Willy followed the American Dream all throughout his life but failed to do so with Biff and Happy. Both Biff and Happy couldnot be successful despite of Willy's over expectation for Biff. Willys attempt on growing vegetables signify those attempts as he also knows that somewhere he has been responsible for all these. The seeds are a symbol of food which Willy could never put on the table for his family. He couldnot give them their required needs and support nd his desperate attempts insowing the seeds and vegetables justifies that.
