Crime and Punishment

Why does Porfiry tell Raskolnikov that he is not going to arrest him? Does this reason make sense? What does this tell you about Porfiry? What does it suggest about Porfiry's view of Raskolnikov?

Porfiry says he will not arrest him for several days because he wants Raskolnikov to come of his own volition and publicly make the confession.
