What purpose did Huxley have for including the allusion for the political economist, Thomas Malthus?

He was an English political economist believed that unless the population depleted, life would be inadequate. He felt technology would not keep up with the amount of people being born. In the World State of BNW, mandatory birth-control regulates the growth of population so Malthus's prediction would not come to pass.
