Aristotle's Politics

in the politics, aristotle writes that the basis of a democratic state is liberty or democratic justice; what exactly did he mean? to what extent did the athenian democracy conform to aristotles conception? what would pericles have to say?

A pure democracy would mean that every person living in a place would ahve an equal vote on every issue to be decided, so if the issue was whether or not to build a new road, or require helmets for bicycle, or to tax lemonade stands, there would be a place where every person would gho to vote....... essentially majority rule or government referendum. This type of democracy is led by whim or even what some might consider mob rule.

I need to look further into the rest of this for you.......
