How is justice is blind in the novel "Oliver twist" by Charles dickens related to Victorian era ?

There seems to be little justice in this novel. Oliver is treated with great disdain by men who claim they are Christians, but look down on the orphans. Oliver gets caught up with the Bill Sykes gang; the only justice in this situation is that Oliver is treated somewhat humanely by Nancy. Ultimately, Oliver meets his mother's sister; he returns to a family with whom he can live happily ever after. However, his treatment as an orphan, his being recruited as a criminal, and his life on the streets shows how hard life can be and how, for many people in the Victorian era, there was no justice, blind or otherwise.
