How does the reaction of the World council to the narrator’s presence expose hypocrisy in this collectivist society’s leadership?

The council is confused by the presence of an intruder, for just as no one had ever thought to escape the Palace of Corrective Detention, no one has thought to interrupt the World Council, and they are particularly shocked by his low status. His presence exposes hypocrisy because according to the beliefs of the Council, Equality shouldn't be there. He makes a lie of their rule.
