just as napoleon takes jessie's and bluebull's pups, totalitarian governments generally believe in isolating the young from their parent in order to "educate" them. why would those governments do this?

THese governments want to distance the children from parental and family loyalties. Totalitarian ideology is best served up first hand in a strictly controlled environment. This is how children grow up to be brainwashed by the state so if they do return to "normal" life, their loyalty to the party is assured.
