What is the significance of Babi's comments on the Rajks, Pashtuns, Hazaras, and Uzbehs?

I don't have the book in front of me but I know that Babi was one of the only progressive thinking men in the book. He felt that a society can't progress where women are not educated. Similarly he felt the various tribes within Afghanistan use education or rather lack of education to fuel their hatreds. Education is the only way to end the endless injustices and fighting between the tribes.
