What is O'Briens point concerning how the party has dealt with power as opposed to previous totalitarian regimes?

O'Brien says that previous regimes had other goals. They had ethnicity goals, wealth goals, identity goals...These goals, sooner or later, fail. In 1984, O'Brien points out that the only goal of the party is for power. The party will go on forever because it is only interested in power.
