Orwell writes, "It would not have occurred to her that an action which is ineffectual thereby becomes meaningless." What action is Winston recalling? Why is this gesture important to him?

Winston is referring to his mother. His mother's feelings belonged to a different time. Loyalty, love, nobility were all meaningful to her even though they might not affect the outcome of a given situation.
