When answering textbook questions, why is the question not shown? Do I have to own a copy of the same textbook to access the questions?

For example, the Algebra 1 Common Core textbook probably has a simple list of questions that the students can use to practice with. However, the site does not include the actual question that the textbook lists. Obviously, this makes answering the question impossible if you do not have a copy of the textbook handy... Is this the way it is supposed to be, or am I missing something?
